This position is located in the Department of Homeland Security, United States Coast Guard, Fiscal Operations Branch, Aviation Logistics Center (ALC), Elizabeth City, North Carolina.

Responsibilities

The primary purpose of this position is to perform work in the accounting and technical par tof accounting systems, policies, and procedures in such areas as accounts examination, verification, and maintenance of accounts and accounting data. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Using applied formulas to test and evaluate detailed and summary accounts for equality and accuracy.
  • Training other accounting technicians with follow-up techniques used to correct and process work into the system.
  • Reviewing efficiency of clerical/technical process and compliance with procedures and making recommendations for improvement.
  • Reviewing unique or complex problems encountered by self or other technicians in reconciling accounts.
  • Preparing drafts of memoranda or letters responding to inquiries.
  • Reviewing complex and unusual documents to verify accounting data and mathematical accuracy.

    QualificationsAt least one year of specialized experience equivalent to the GS-06 grade level in the federal service is required. Examples of specialized experience are: monitoring, maintaining, and controlling accounting or financial transactions and accounting or financial records for multiple accounts; reconciling subsidiary ledgers to general ledgers for accounts having a variety of transactions; and researching discrepancies between ledgers and making necessary adjustments. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you meet the minimum qualifications, your experience, education and training will be rated using the on-line assessment to place you in one of three categories. The necessary Knowledge, Skills, and Abilities to perform this job are:

  • Knowledge of accounting procedures and techniques.
  • Ability to maintain general ledger, summary cost accounts, government budgetary control accounts, industrial work order control accounts and subaccounts/work orders, classifying all types of normal transactions and recurring adjustments, and reconciling all normal transactions and recurring adjustments, and tracing discrepancies.
  • Skill in the use of automated accounting systems and accounting software.
  • If you meet the minimum qualifications, you will be placed in one of the following categories: 1. Best-Qualified: Applicants possessing experience that substantially exceeds the minimum qualifications of the position and demonstrate high proficiency in all of the critical competencies, including all Selective Placement Factors (SPF) and appropriate Quality Ranking Factors (QRF) as determined by the job analysis. 2. Well-Qualified: Applicants possessing experience that exceeds the minimum qualifications of the position and demonstrates acceptable proficiency in all of the critical competencies, including all SPFs and appropriate QRFs as determined by the job analysis. 3. Qualified: Applicants possessing experience that meets the minimum qualifications of the position and demonstrate basic proficiency in most of the critical competencies, including all SPFs and appropriate QRFs as determined by the job analysis.
