With a proven record in the field of Government & Community Relations the candidate for this position will advocate for the millions of people that ride the MTA transportation system, design outreach strategies gather community input and gain community consensus, and work collaboratively with colleagues, elected officials, community boards, state agencies and other civic organizations to gather information and make the best decisions for MTA ridership and communities.
Oversee and manage activities and outreach to co-design solutions to problems that affect NYC communities. Perform day to day project management activities including, but not limited to, attending progress meetings, monitoring project schedules, managing project scopes, expediting requests, managing project changes, and tracking of project deliverables, Provide periodic capital project status report updates to upper management on various projects, change orders, and community responses.
Cultivate public understanding and support for MTA wide transportation issues, policies and projects.
Communicate independently with elected officials and their staff, community boards, civic associations, special interest groups and constituents.
Lead community-based initiatives, share information, and collect important feedback to accurately gauge community concerns.
Provide a balanced approach to managing stakeholders’ priorities and needs in the context of getting results that are in the best interest of customers.
Ensure MTA's communications' strategic intent and reputation is protected throughout the process, from conception to final delivery to the public and employees.
Devise strategies to effectively address community concerns around service changes and construction projects.
Exercises a high degree of authority for decision making of the functional area of responsibility, subject to approval regarding the most significant Business and Policy issues by the Chief / Senior Management. Executes decision-making authority over the functional area. Work within clearly defined policies, principles, and specific objectives in consultation with departmental management.
Make recommendations for policy and procedural changes with final approval from the Director of Government & Community Relations.
Overall strategy and approach are decided in consultation with departmental management and/or HQ Senior Management.

Solid community/political consensus building and decision-making skills.
Attention to detail and ability synthesize technical information into understandable PowerPoint presentations as required.
Ability to coordinate timely and effective responses to correspondence.
Understanding of local, state, and federal legislative and political processes.
Excellent verbal, written and interpersonal skills.
Proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.
Ability research and analyze quantitative and qualitative data.
Demonstrated ability to work with all internal levels within a given organization, including senior management.
Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Governor’s Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.
Demonstrated ability to work in a high profile, high pressure environment effectively.
Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.
Education and Experience
Bachelor’s degree in Political Science, Urban Planning, Public Administration, Business Administration, or a related field from an accredited college. An equivalent combination of education and experience may be considered in lieu of a degree.
Minimum 5-7 years of related experience in one or more of the following areas: External Communications, Internal Communications, Political Communications, Government agency, Urban Planning, and Community based outreach and public relations, including at least three years in a managerial/supervisory role.
Familiarity with NYS and NYC political environment.
Familiarity with the MTA’s collective bargaining procedures.
Familiarity with the MTA’s policies and procedures.
As an employee of MTA Headquarters, you may be required to complete an annual financial disclosure statement with the State of New York, if your position earns more than $101,379 (this figure is subject to change) per year or if the position is designated as a policy maker.
May need to work outside of normal work hours (i.e., evenings and weekends)
Travel may be required to other MTA locations or other external sites
