Job SummaryThe Budget analyst will assist with the development and analytical support activities for the operating and capital budgets.Duties & Responsibilities
Coordinate the preparation of requisitions, track purchase orders and monitor departmental spending by utilizing PeopleSoft or other ERP Financial Systems, Capital Management Systems (CMS) and other Authority budgeting tools.
Review and process purchase requisitions for coding accuracy and available funding. Conduct detailed budget analysis and prepare forecasts for the Director of Vehicle Engineering, Senior Technical Project Managers, and Technical Project Managers.
Work closely with the Director and Project Managers within the department to develop methods of controlling project costs.
Prepare various departmental reports, budget spreadsheets, charts, tables and graphs for presentations.
Assist with the development of the annual departmental operating budget and five (5) year Capital Investment Program.
Serve as a liaison between the Authority s fiscal units, including Accounting, Procurement and Logistics, Capital Delivery and the Budget departments.
Effectively communicate progress, issues and resolution, verbally and in writing to management regarding budget issues and policies.
Provide management with analytical information and reports as required. Respond to each inquiry, whether from a customer, vendor or co-worker in a courteous and professional manner.
Uphold the rights and interest of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti- Discrimination and Anti-Harassment and Anti-Retaliation policies.
Performs related duties and projects as assigned.
Bachelor s degree from an accredited institution.
Three (3) years of experience in budget, finance, accounting or related field. Effective organizational, analytical, confidentiality and multi-tasking skills.
Advanced knowledge of Excel, WORD and/or PeopleSoft applications and the ability to pass the MBTA s Microsoft Office Professional test (including Excel).
The ability to pass: a Criminal Offender Record Information (CORI) check, background screenings, and the MBTA s medical requirements, including a physical examination and drug and alcohol screening.
Ability to provide internal and external customers with a courteous and professional experience.
Excellent communication and conflict resolution skills.
Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting, including: overall employment, job performance, discipline and safety records infractions and/or offenses occurring after the closing of the posting and before the filling of a vacancy may preclude a candidate from consideration for selection.
The ability to work effectively with a diverse workforce.
A high school diploma or equivalent from an accredited institution with the ability to comprehend, communicate and respond to instructions, orders signs, notices, inquiries, etc. in English
Plus additional years of experience in accounting, budget or financial analysis, and computer informational systems may substitute for a portion of the degree requirement
Bachelor s degree in Business, Accounting, Finance or a related field from an accredited institution
Experience working with PeopleSoft Financials, CMS and/or related applications.
