Lawrence Berkeley National Lab's ( ) Security and Emergency Service ( )Division has an opening for a Business Operations and Assurance Manager to join the team.
In this exciting role, you will serve as a key member of the Division's management team independently overseeing and ensuring the effective execution of key Division business functions. You will be responsible for helping to formulate and execute the strategic priorities of the Division and will act as the primary Division liaison with key external business partners. You will also work closely with the Division Director and Division Managers/Supervisors, and the Office of Contract Assurance in developing, deploying, performing, and reporting out on high-value assurance programs and processes to include assisting with formulating corrective actions as well as tracking and helping bring to close open actions.
What You Will Do:
Manage, lead, and promote cost-effective administrative and business support services for the Division to include continuously identifying opportunities to improve/streamline Division business processes and ensure adherence to LBNL and DOE policies and procedures.
Supervise administrative and program support personnel ensuring efficient and effective execution of key business, program, and personnel support functions to include scheduling, logistics, purchasing, and accountable property control.
Work directly with the Division's Human Resources business partners to ensure appropriate and timely action and coordination on critical personnel-related matters to include hiring, onboarding, and performance management.
Act as Division budget and finance liaison working directly with the assigned Principal Resource Analyst to ensure timely and quality completion of periodic and quarterly budget reports.
Work with other members of the Division management team, OCFO subcontract administrators, and/or Shared Services personnel managing and ensuring appropriate and timely action on the execution of critical service contracts supporting the Division programs and business operations. Assist with strategic resourcing decisions impacting Lab-wide emergency response services.
Support Division technical representatives overseeing complex and high-value subcontracts for police and fire services. Work directly with subcontracting services personnel and Division subject matter experts managing subcontract requirements, assisting with a statement of work development, and subcontractor assurance activities.
Act as the Division Financial Management System (FMS) approver.
Designated Division inquiry official, works with institutional assurance and SES Division staff conducting inquiries and investigations.
Produce critical reports, presentations and official correspondence meant for the Department of Energy and LBNL senior leadership. Represent the SES Division in the Division Business Counsel and in senior-level meetings and interactions.
Assist the Division Director with risk management activities to include overseeing and managing institutional and Divisional risk tools and reports.
Act as the Division's primary assurance officer.
Design, develop and present management briefings and reports on assurance processes and status to SES Division as well as senior Laboratory management and DOE. Provides status updates and reports regarding current and planned assurance processes.
Collaborate design and develop performance metrics and pertinent scorecard indicators in support of senior line management. Create briefing documentation and works with line management to ensure relevant indicators are tracked to manage and reduce risk.
Contribute to the future direction of the Division as an active contributing member of the Division leadership team to participate in and/or lead a variety of Division-wide initiatives. Through active participation and leadership, assist Division Director with shaping and guiding the direction, vision and mission of the SES Division and the Laboratory.
What is Required:
Ten years of significant and relevant experience, or an equivalent combination of education and experience, in essential duties and responsibilities.
Must have direct experience overseeing organizational assurance, assessments, management control, and inquiry activities.
Demonstrated leadership ability in managing organizational business functions.
Effective oral and written communication skills.
Able to compose reports, presentations, and correspondence for an executive audience.
Strong knowledge in program assurance activities to include scheduling, tracking, executing, and reporting.
Demonstrated ability in corrective action and issue management to include identifying and compiling objective evidence.
Demonstrated skills leading teams, mentoring and problem-solving.
Ability to make independent decisions consistent with organizational goals, policies and procedures.
Ability to develop harmonious and productive working relationships, effective consensus building, performance management, and negotiation skills.
Proven ability to work on multiple projects with varying priorities and deadlines.
This is a full-time career appointment, exempt (monthly paid) from overtime pay.
