Under general supervision, plans and coordinates the development, preparation, and monitoring of labor resources within assigned Bus or Rail division. Provides essential support in maintaining and supporting the current and future needs for personnel in order to maintain daily service of the Authority.
PRIMARY RESPONSIBILITIES Assists in the development and establishment of allocations for the periodic “picking of regular work schedules, vacations, and floating holidays for operating personnel. Prepares bulletins and announcements pertaining to procedures and guidelines to ensure an orderly “picking process.
Analyzes, plans, and monitors departmental manpower needs and labor resources.
Monitors departmental management information systems relative to bus or rail picks and ensures proper systems operation. Assists in updating existing and/or obtaining new systems, hardware, software, and consulting services.
Coordinates the implementation of modifications and security measures to database management systems.
Maintains system employees seniority and certification/qualifications documents for assigned division. Provides accommodation requisitions for new employees and previously separated employees who are returning to work. Maintains and provides information to assist in resolving employee settlements, reinstatements, awards, payroll disputes, etc.
Plans and coordinates the development, preparation, and monitoring of budgets within the assigned department. Analyzes past, present, and projected trends in costs, budgetary performance, and other statistical measures and reports results to management.
Analyzes department operations processes and procedures and develops new and/or improves existing procedures and programs. Assists in the development of new forms and creates improvements of existing forms. Coordinates or participates in various administrative support projects and special studies and prepares related reports.
Reviews and verifies personnel documents initiated by department personnel for accuracy and conformance to budgetary allocations and processes as appropriate.
Liaison with other departments for the filling and hiring of budgetary positions, including on and off boarding.
Performs related duties as assigned.

Maintaining an even balance of manpower support for all bus garages and rail terminals while keeping within the budgeted guidelines.
Qualifications EDUCATION/EXPERIENCE REQUIREMENTS
Bachelor’s degree in Business or a related field plus two (2) years of experience, or a combination of education and experience relating to this position.
Experience working in a multi-union environment is preferred.
Requires sitting for extended period of time, standing, visual acumen, manual dexterity and fingering for working with computer key boards.
KNOWLEDGE, SKILLS, AND ABILITIES
Basic knowledge of labor resource management.
Intermediate knowledge of budgeting and fiscal administration.
Basic knowledge of computer databases.
Working knowledge of personnel and human resource principles.
Intermediate skill using Microsoft Office Suite.
Advanced oral and written communication skills.
Advanced time management skills.
Ability to maintain and monitor databases (including Microsoft Excel) with advanced attention to detail.
Ability to work well in a multi-union environment.
Ability to gather and analyze sensitive information while maintaining strict confidentiality.
Ability to understand and interpret union contracts relative to staffing allocations “picks .
Usual office environment.
Travels within the CTA service area when conducting field research or attending meetings.
Subject to normal garage/shop hazards such as noise, dust, grease, moving vehicles, etc. when visiting field locations.
Subject to weather conditions when visiting the field.

Standard office equipment including personal computer and related software (Microsoft Word, Power Point, Excel).
Additional DetailsFinal salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
