Job Description

The Virginia Department of Aviation is seeking a Director of Finance and Administration to provide executive leadership and strategic direction in the development and execution of the agency's budget, accounting operations, procurement, and contracting. The successful candidate will have extensive experience in financial forecasting, budget development, execution, and management. Experience is required in planning, organizing, directing, and evaluating financial and administrative activities of the department to ensure that the agency's mission, goals, and objectives are accomplished in an effective and efficient manner. The successful candidate will have demonstrated experience in responsible direction and management of short and long range planning of resources. Extensive management experience in the budgetary and financial operations environment is required. The successful candidate will have experience in functioning as a member of the executive team in supporting the Agency Director in direct interaction with a broad constituency of high-level public executives, legislators, and the general public in the development and implementation of agency policy initiatives.

Minimum Qualifications

Five years of proven experience in budget development, execution, forecasting and management; five to seven years of experience in management of budgetary and financial operations staff; five years experience working in Performance Budget and with the Virginia Department of Planning and Budget; demonstrated knowledge of fiscal and accounting operations, state policies, procedures, and compliance requirements; demonstrated knowledge of complex financial structures, including revenue, expenditures, allotments, appropriations, assets, and grant management; demonstrated knowledge of Generally Accepted Accounting Procedures (GAAP); demonstrated ability to use independent judgment in the interpretation and analysis of rules, regulations, policies, and procedures; and knowledge of the Commonwealth of Virginia procurement rules and regulations; proven record of successful management of employees in a government agency environment.

Preferred Qualifications

Graduation from an accredited college or university with major course work in finance or related field; Certified Public Accountant designation; comprehensive knowledge of organizational strategic planning principles and processes, program evaluation, and analysis; comprehensive knowledge of organizational risk management and continuity of operations planning principles and processes; demonstrated ability to make quality, timely decisions based upon experience and sound judgment; experience in handling diverse, unusually complex, and sensitive situations.
