About the Position: This position is located in the Office of the Garrison Commander, Directorate of Public Works, IMCOM, National Training Center, Fort Irwin, CA. Fort Irwin is a world class training center for America s Soldiers, known for its excellent desert training and vast recreational opportunities. Located approximately 37 miles NE of Barstow, California, in the High Mojave Desert midway between Las Vegas Nevada and Log Angeles, California.

Responsibilities
  • Serve as a Technical Monitor (TM) under the guidance of a higher graded engineer and Lead TM or Contracting Office Representatives (COR) within the Operations and Maintenance (OM) Division
  • Notify the relevant COR to ensure quality and timely work performance is evaluated against contractual requirements; notifies COR of violations and deficiencies.
  • Recommend appropriate action to COR such as withholding payment, re-negotiation of certain clauses, and partial or complete termination.
  • Prepare task scopes or Statements of Work (SOW) or Performance of Work Statements (PWS), Independent Government Estimates (IGEs),
  • Conduct surveillance to ensure quality contract execution, and writes and prepares Standard Operating Procedures (SOPs), checklists, Quality Assurance Surveillance Plans (QASPs), and other documentation aimed at increasing quality of services.

Specialized Experience GS-09: One year of specialized experience which includes providing technical support for new construction, renovation, and maintenance projects. Experience with modification or repair of facilities and real property. Specialized Experience GS-10: One year of specialized experience which includes preparing plans and specifications for construction projects. Experience with technical solutions and recommends how work should be accomplished to contractors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Specialized Experience GS-11: One year of specialized experience which includes preparing plans and specifications for new construction, major and minor modifications, alterations, renovations, or repairs to existing facilities. Review designs, including plans and specifications, for technical adequacy, compliance with government standards and conformance with engineering practices. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone - no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas:
