DutiesSummary

A successful candidate in this position will lead, monitor, and evaluate the quality assurance performance of the contractor and the conditions and status of contractor activities throughout the Richland Operations Office. You will serve as the Senior Quality Assurance Engineer and make authoritative decisions on courses of action based upon application of professional judgment and a broad knowledge of quality assurance and integrated safety management philosophy and practices.

Responsibilities

As a General Engineer, you will:

  • Serve as a senior quality assurance (QA) engineer and provide expert consultant services with technical advice and guidance in assigned areas to management on matters relating to the implementation of a compliant QA program. Recommend/develop corrective action plans where warranted to provide improvements in mission accomplishment.
  • Lead a team of QA professionals that oversee contractors’ performance including assignment and prioritization of work based upon contract and Federal QA requirements.
  • Evaluate contractor’s performance and provide comments/recommendations to management regarding technical and QA status. Coordinate, recommend, lead, and participate in reviews/audits/appraisals and surveillances of contractor performance to determine adequacy, satisfactory implementation and effectiveness of contractor’s implementation of QA requirements.
  • Provide required assistance in solving unusually complex and technical problems and/or controversial situations pertaining to assigned missions and develop specialized QA policies and procedures.
  • Prepare and approve audit/assessment reports, discuss and resolve issues with the senior contractor management. Identify and track issues, perform root cause analysis, and provide recommendations to senior management for continuous program improvements.
  • Provide authoritative technical interpretation of new and revised QA regulations, policies, and other releases. Make recommendations on methods for improvement and corrective actions that are required regarding operational processes, testing, inspection and audit procedures to contractor.
  • Develop plans and policies for oversight and vulnerabilities identification which can significantly affect project success based on analysis of reportable and non-reportable events, trends and overall knowledge of contractor performance.
  • Apply engineering expertise to identify where equipment, training, and operations practices vary from requirements.
  • Provide QA technical direction, advice, review and evaluation of contractual work in ensuring contractor programs comply with Federal, State and local regulatory requirements.

  • Qualifications

    BASIC EDUCATION QUALIFICATION REQUIREMENTS:A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. ORB. Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. (Submit a copy of your current registration.) OR2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. (Submit a copy of your examination/written test). OR3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. OR4. Related curriculum - Successful completion of a curriculum leading to a bachelor s degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate s online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as:

  • Experience with and ability to lead assessments, audits, investigations used to evaluate safety, health and quality assurance in operations sufficient to conduct root cause analysis, investigate operational events, and draft reports containing recommendations and corrective actions.
  • Knowledge of and experience with quality assurance standards (i.e., NQA-1, software QA, etc.), guides, and standard operating procedures sufficient to ensure compliance, facility operational readiness, and identify programmatic and facility specific deficiencies.
  • Experience in leading team that involves assignment of work and prioritization of work based on QA rules, policies, orders, and requirements.

  • Expert knowledge of QA orders, standards and implementation guide in order to assure compliance with standards, contract specifications and standard operating procedures.
  • Strong ability to communicate orally and in writing in order to prepare and present briefings, prepare and deliver negotiation positions, and advise and represent senior level management and contract management on a variety of complex QA issues.
  • Comprehensive knowledge of the practices, policies and procedures of related functional and administrative activities such as contract administration; engineering; and procurement in order to effect appropriate interface/coordination of QA plans and programs among these activities.
  • Ability to analyze a wide variety of complex nuclear and non-nuclear projects and equipment designs to assure safety, technical adequacy, and efficiency.
  • Comprehensive knowledge of principles and concepts of QA and Integrated Safety Management.
  • Knowledge of project management, strategic planning processes, project controls and integrated scheduling.
  • Knowledge and skill sufficient to provide expert technical leadership, coordination and consultation in program integration including formulating guidelines, implementing new developments and providing policy implementation.
  • Ability to lead and prioritize audit and assessment teams to evaluate implementation of QA principles and verify operational conformance with QA programs.
  • Knowledge of a variety of engineering disciplines in order to evaluate operational compliance with established procedures and recommend corrective actions. Knowledge of applicable QA rules and regulations governing environmental remediation, deactivation/demolition, construction activities.
  • Knowledge of assessment, audit, investigation, and evaluation principles and techniques used to evaluate quality in operations to conduct root cause analysis, investigate operational events, effect prudent corrective actions, and identify programmatic and facility specific deficiencies.
  • Experience refers to paid and unpaid experience.
