    Duties

    Summary

    US Dept of Agriculture, Agricultural Marketing Service, Dairy Programs Federal Milk Market Administrator falls under Excepted Service. As a Full Stack Developer the incumbent will join a team supporting systems and applications used to operate our business. The development team is integrated with stakeholders and team members will be collaborating on initiatives to continually improve how our applications can best suit business requirements.

    This position will be filled in the MA-12-18 series.


    Responsibilities

    As the Information Technology Analyst in this position, you will:

    • Support systems and applications used to operate Dairy Program business
    • Collaborate on initiatives to continually improve how Dairy Program applications can best suit ongoing business requirements.
    • Employ change control practices to software development tools and integrated development environments.
    • Utilize programming and web development languages to program computer applications and develop web applications.
    • Incorporate IT Best Practices for security, disaster recovery, backup, and development environment.
    NOTE: This position falls under pay bands MA 10-18. Selectee s pay will be set between the MA 10-18 pay bands based on years of education and/or experience.

    Qualifications

    In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

    Education/Experience Requirements:
    MA-10 THROUGH MA-12 GRADE LEVELS: Applicants may qualify in one or more of these grade levels according to the following time and general experience requirements. MA-10: 2 years, MA-11: 2.5 years, MA-12: 3 years). For the above positions, applicants for MA-10 through MA-12 grade levels must have experience in administrative or technical work, such as (1) work which required a general understanding of administrative functions or management practices and processes, or (2) an ability to work or deal effectively with individuals or groups of persons, or (3) skill in analyzing problems, identifying relevant factors, gathering pertinent information, and recognizing solutions. The experience must equip you with the necessary skills and knowledge to perform at the grade level to which appointed.

    MA-13 THROUGH MA-18 GRADE LEVELS: In addition to meeting the 3 years general experience requirements for the MA-12 grade level listed above,you must serve additional years to qualify for one or more of these higher grade levels according to the following time and specialized experience requirements. (MA-13: .5 year, MA-14:1 year, MA-15: 1.5 years, MA-16: 2 years, MA-17: 2.5 years, MA-18 must have one year of specialized experience at the MA-17 level) The experience may have been gained performing administrative, supervisory, managerial, or technical work which provided the applicant with a knowledge of administrative functions, program operations, management principles, practices, methods and techniques and an understanding of the needs and problems of administering public programs, or experience performing a variety of information technology functions when the work requires an in-depth knowledge of data processing and computer programming language.

    MA-10 THROUGH MA-12 EDUCATION SUBSTITUTION: Applicants must have successfully completed studies in an accredited college or university above the high school level to substitute for general experience at the rate of 1 year of undergraduate education (i.e., 30 semester or 45 quarter hours) for 1 year of general experience (up to a maximum of 3 years of undergraduate education for 3 years of general experience) Note: 1 year of undergraduate education meets the requirement for MA-08, 2 years of undergraduate education meets the requirement for MA-10, and 3 years of undergraduate education meets the requirement for MA-12.

    MA-13 THROUGH MA-18 EDUCATION SUBSTITUTION: Applicants may qualify for one or more of these higher grade levels using directly related graduate education to substitute for specialized experience. For the MA-13 through the MA-18 grade levels, I have successfully completed directly related graduate education in an accredited college or university to substitute for specialized experience at the rate of 15 semester hours (or 18 quarter hours) of graduate education for 6 months of specialized experience (up to a maximum of 54 semester hours of graduate education for 1 years of specialized experience). Note: directly related graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work.

    Part-time or unpaid experience: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    Volunteer or unpaid experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

    Education Requirements: You must provide transcripts or other documentation to support your educational claims. Unless otherwise stated: (1) unofficial transcripts are acceptable, or (2) you may submit a list with all of your courses, grades, semester, year, and credit for the course.
