    Summary

    About the Position: Fort Drum, the home of the 10th Mountain Division (Light Infantry), is located in Northern New York, a historically unique and geographically beautiful area, offering bountiful outdoor recreational opportunities from hunting and fishing to winter sports of all types. Fort Drum is approximately 30 miles from Canada, with the Great Lakes to the west, the Adirondack Mountains to the east, and the St. Lawrence River and Thousand Islands in between.

    Responsibilities

    As a Procurement Analyst with Fort Drum Mission and Installation Contracting Command, you can expect to:

    • Provide technical directions concerning the use and expenditures of public funds with the Government Purchase Card.
    • Advise customers on contract utilization procedures.
    • Clarify regulatory and/or policy change guidelines for assigned organization.
    • Implement procedural changes involving such as regulations, laws and good business practices for higher headquarters.
    • Publish recurring errors noticed/identified during contract reviews for assigned command.
    • Provide technical advice to customers through each step of the procurement process.
    • Research unique problems and/or complex projects for assigned organization.
    • Develop statistical data for reports through automated systems.

    In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.     Basic Requirement for Contract Specialist: Degree: Bachelor s degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor s degree OR in addition to the degree.)
    OR
    Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

    In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

    To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience for the GS-09 position is defined as: assisting with reviewing various regulatory, directives and/or guidance; preparing and/or updating existing standard operating procedures that relate to contracting and/or acquisition; assisting in collecting information for data calls from higher headquarters; verifying information is current and accurate; and/or assisting with Government Purchase Card Program management.

    This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

    To qualify based on your experience, your resume must describe at lease one year of experience which prepared you to do the work in this job. Specialized experience for the GS-11 position is defined as: compiling informational material to inform, clarify and/or explain regulatory guidance; reviewing procurement program effectiveness and compliance; responding to data calls from higher headquarters and/or other organizations; managing online systems/programs such as Government Purchasing Card program; and/or analyzing recurring errors and providing corrective action to Contracting personnel.

    This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

    Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07 for the GS-09 position or GS-09 for the full performance GS-11 position).

    Education

    Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may substitute Education or a combination of Experience and Education for the Specialized Experience required to qualify for the position.

    To qualify at the GS-9 level based on education:2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D.
    To qualify at the GS-11 level based on education:3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
