Strategic Analysis, Inc. (SA) seeks a highly motivated, organized, and versatile program analyst to join our team of professionals supporting the Office of the Deputy Director for Research, Technology and Laboratories (RT&L) within the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)). The analyst will provide programmatic, analytical, and administrative support to the Congressionally-appropriated and OSD-managed Rapid Innovation Fund (RIF) program. The position is located on-site with the government customer in the Mark Center of Alexandria, VA.

The RIF program is a competitive, merit-based program implemented to accelerate the fielding of innovative technologies, primarily those developed by small businesses, into military systems. The goals of RIF reflect DoD s emphasis on rapid, responsive acquisition and the engagement of small business innovative technologies that resolve operational challenges or address critical national security needs, and have a demonstration path into a defense acquisition program including, but not limited to capabilities that: accelerate or enhance a military capability; reduce the development, acquisition, sustainment or lifecycle costs of defense acquisition programs or fielded systems; reduce technical risk; and improve the timeliness and thoroughness of test and evaluation outcomes.

Responsibilities include:

  • Provide RIF program manager (PM) with necessary support in the annual broad agency announcement (BAA), including tracking and compilation of input for the annual call for proposals, collection and review of white papers and proposals, monitoring of schedules and progress, and communication with Departmental leads and points of contact on approved projects.
  • Assist PM and Departmental leads with collection of required documentation for approved proposals, including briefings and presentation material.
  • Maintain configuration and quality control of project documentation at all times to assist with PM coordination and approvals.
  • Develop decision-quality materials for scheduled and unscheduled in-progress review meetings and briefings.
  • Compile, review, and edit briefings and talking points for use by RT&L leadership and RIF program management with internal and external audiences.
  • Conceive solutions and provide written materials, often in response to short-notice tasks assigned to the RT&L.
  • Develop and coordinate official correspondence and presentation materials for completeness and accuracy.
  • Develop key communication points and messaging in support of the RIF program.
  • Review communication material for content, completeness, and accuracy.
  • Organize, develop, and direct support for senior leadership activities to include meeting logistics, teleconferences, and post-meeting actions.
  • Review program plans and other related documents and provide comments to identify and mitigate risks to the accomplishment of the RIF projects and goals.
  • Track progress and identify projects behind schedule.
  • Make recommendations for improvement of effectiveness and efficiency of RIF business processes.
  • Provide support to activities, meetings, and projects to include, but not limited to: development of meeting agendas, management plans, and execution strategies; research and analysis of data; draft and review content (info papers, proposals, action memos, white papers, and presentations); and accomplish coordination across various stakeholders.
  • Active DoD Secret clearance is required.
  • Bachelor s Degree from an accredited college or university is required; degree requirement waived in lieu of significant recent and relevant work experience: minimum of five years active duty military or minimum of ten years experience.
  • Two to five years of demonstrated experience in support of DoD S&T program management and knowledge of Defense S&T activities, organizations, and planning processes is preferred.
  • Exceptional oral and written communication skills, organizational skills, and above-average skills in MS Word, PowerPoint, and Excel applications are required.
  • Proven ability to work with leadership at various levels in the federal government or executives in the private sector is required.
  • Ability to prioritize tasks, shift priorities when needed, and perform at a high-level within short deadlines is required.
