    This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Latin America and Caribbean, on the Strategy and Program Office s Budget Team (LAC/SPO).

    LAC/SPO provides leadership, guidance and advice to the LAC Bureau on overall development planning, including program and budget planning; legislative analysis and requirements; policy formulation and associated management implications; and implementation strategies. The office also provides leadership, guidance, and assistance to missions on developing strategies, program evaluations and performance management systems, as well as in analyzing country, regional, sector and activity-level impact of proposed strategies and development assistance activities.

    As a Program Analyst, in LAC/SPO, your duties will include the following:

    • Perform program planning and management, program assessment and oversight, prepare written materials, identify and resolve problems, and perform budgetary and financial management operations analysis;
    • Support strategic planning, design, implementation, and performance assessments, and monitoring and evaluation processes;
    • Provide guidance budgeting and financial management issues and activities, including determining resource requirements based on priorities and needs, monitoring procurement and accruals, and completes other ad hoc budget-related tasks;
    • Collects, synthesizes, reviews for technical content and accuracy, and prepares in final form written material and oral briefings; and
    • Plan and prepare reports or other working documents related to complex program issues for major USAID programs. Utilizing an in-depth knowledge of the technical aspects.

    Qualifications

    GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider part-time work on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) provided technical expertise in the analyses and solutions to budgeting and financial management issues and activities; (b) prepared reports and monitored the use and rate of expenditure of budgeted funds in for assigned areas; and (c) developed recommendations related to long-range program plans, goals, objectives that resulted in changes in foreign assistance strategies and/or programs.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position.
