SHIFT: Standard hours are 9:00 AM to 5:00 PM, Monday through Friday. However, the occupant will be on-call 24/7 for emergencies and special problems/activities.
GENERAL DESCRIPTION: SELF/UAC operates a variety of federal, state and locally funded programs and services that serve single adult populations who have barriers to independent living including, but not limited to, homelessness, drug and alcohol addictions and mental health. Programs/services range from 24 hour residential emergency, transitional and recovery housing, to daytime and/or evening short-term shelter and street outreach. Program sizes vary from 20 to 230 participants and are located in the North and West Philadelphia communities. This position is responsible for the day-to-day operation and administration of these programs in accordance with applicable grants, funder requirements and agency policies. While each SELF/UAC program has unique characteristics and funder requirements, the general duties and responsibilities described below are applicable to the Program Manager for every program. Details of the specific program for which SELF/UAC is seeking a Program Manager can be found below.
Responsible for providing day-to-day administration and supervision of all program services and activities and staff assigned to program.
Responsible for assuring that program activities are in compliance with funding regulations and for establishing and implementing clear and concise program objectives.
Responsible for weekly, bi-weekly and/or monthly supervision of designated subordinate staff.
Responsible for developing and implementing and achieving clearly defined and understood program goals and objectives, in accordance with funder and agency guidelines and requirements. .
Responsible for managing and participating in the development of program budgets, and ensuring budget compliance in purchasing and other expenditures.
Responsible for preparing and submitting timely required reports, which may include but will not be limited to weekly and monthly statistical and program reports.
Responsible for conducting regular staff meetings, organizing and completing work schedules, and addressing scheduling needs as they may arise within the program, along with making unannounced and unscheduled facility visits to ensure operations are running in accordance with organization policies and procedures.
Responsible for making recommendations for and documenting required trainings of staff.
Collaborates with Chief Program Officer and funders to establish and enforce policies and procedures for the program.
Responsible for managing and coordinating scheduling of program activities, including documenting compliance.
Responsible for identifying resources for client referrals for program and the organization.
Makes presentations about agency programs to referring or potential agencies.
Attends management and other meetings and training as appropriate to the needs of the agency.
Responsible for managing funder-required data collection systems including, but not limited to, those that cover client participation, demographics, supportive services and other information related to services.
Ensures program compliance with regulatory and quality assurance requirements.
Responsible for ensuring that all required documentation for service, treatment and all plans developed for clients’ benefit are maintained.
Responsible for documenting incident reports in accordance with funder requirements and for notifying your immediate Supervisor or Director as well as Administrative Office of any unusual incidents as it relates to emergencies such as death, fire drug usage, physical altercations, etc.
Performs related work as required.
Bachelor’s Degree from an accredited university or college and a minimum of five (5) years experience in an administrative capacity in a program(s) serving homeless, mental health and/or addictive disease populations, at least two (2) years of which shall have been as a supervisor/program developer, or an acceptable equivalent combination of education and experience.
Participation in general staff meetings, department meetings and trainings as directed.
Must be well organized, detail-oriented, task-driven, and able to work independently and set daily priorities by maintaining a weekly as well as a monthly schedule.
Must strong verbal and written communication skills and a willingness to assist wherever needed.
Must be able to respond with flexibility in cooperation with emergency requests, changes in work schedule or assignment.
Must have a valid driver’s licensing and motor vehicle record.
Criminal and Child Abuse clearance will be required.
PROGRAM MANAGER VACANCY
SELF/UAC is currently seeking a Program Manager for a 24 hour/seven (7) days per week residential emergency housing program. The program is funded by the City of Philadelphia’s Office of Homeless Services (OHS) and serves 47 single homeless women at two (2) locations in North Philadelphia. The Program Manager supervises ten (10) full and part time staff members.
