The Town of Waxhaw in Union County, NC (pop. approx. 16.1K), is seeking an energetic, facilitative and visionary Town Manager who will wear multiple hats, with a special emphasis on excellent fiscal management and economic development. The Town Manager must have the ability to relate well to the community and have the ability to partner with an engaged Board to carry out the strategic priorities of the Town. Community Description: The Town of Waxhaw is a small community located within 12 miles of Charlotte and within two miles of the South Carolina border. Waxhaw offers a suburban community that balances a rural setting with easy proximity to the largest metropolitan amenities in the state such as excellent schools, medical care, housing, recreation, arts and cultural opportunities. With nearly 12 square miles, Waxhaw enjoys rolling hills and prides itself on parks and greenways and a vibrant downtown that includes festivals and year-round activities. As a Main Street Accredited program, Waxhaw has made a commitment to downtown revitalization that balances economic development and preservation. The new Town Manager must have a commitment to the small town atmosphere desired by Citizens despite the Town s inclusion in a larger metropolitan environment. EXAMPLE OF DUTIES
About the Organization and Position: The Town of Waxhaw was chartered in 1889. The Town Manager, who reports to the Mayor and a five-person, non-partisan Board of Commissioners, leads 77 FTE employees across 13 departments/divisions. The FY 19-20 general fund budget of $11.8M is supported by a tax rate of $.385 per $100 of assessed tax value. There are a number of economic development opportunities facing the town along with the need to balance the history of the community and excellent quality of life. The next Town Manager in Waxhaw will be a people/project savvy leader with a track record of community engagement. Key priorities for the next Town Manager are: ensuring effective Council-Manager relationships through respect for diverse views along with committed and assertive consensus-building; oversight of a number of major infrastructure projects that are planned or underway while managing the tension of forecasted growth and infrastructure needs; engaging the community, building consensus and facilitating partnerships with a wide variety of public and private sector stakeholders; facilitating business development and growth in order to strategically diversify the Town tax base; formally tying Town strategic goals to budget development and implementation plans; working with stakeholders to complete revisions to the Town s unified development ordinance.

MINIMUM QUALIFICATIONS
Qualifications: Minimum education is a bachelor s degree from an accredited college or university; however, Master of Public Administration or equivalent graduate degree is strongly preferred. The successful candidate has seven or more years of progressive management experience in a senior management capacity within a small to midsized municipal government organizations. The successful candidate: is able to provide leadership that will inspire, motivate, and empower key staff and department heads to achieve established goals while advocating for continuing education for staff to ensure effective training, development and succession planning; is strategic and innovative regarding areas for growth of the local economy through economic development efforts, innovative partnerships, and innovative redevelopment initiatives that would encourage entrepreneurial businesses and startups; is skillful in executing current CIP and debt commitments while finding creative ways to increase revenue, manage expenses and leverage existing funds for new and necessary initiatives that may arise; a responsive, detailed and deadline-oriented professional who continuously monitors and engages in process improvement in a service-driven organization; resilient in the face of challenges and seeks innovative solutions to problems; is a progressive leader with a proven track record in innovative municipal management; is knowledgeable of principles and practices of public administration to include planning; administration and supervision; and preparing and implementing proposals which affect the operations of Town government; possesses executive level skills in interpersonal and written communications, strategic planning, finance and budget development, critical thinking, administration, and intergovernmental relations is adept at constructively advising and providing guidance to the Board of Commissioners in helping them achieve their vision and priorities; enjoys engaging with and is skillful in telling the community s story, advocating for opportunities, and marketing strengths; is able to effectively recruit, retain, manage, develop and engage talented staff to deliver excellent customer service to both internal and external customers; is a creative thinker in assessing ways to increase revenue and manage expenses; values accountability and holds high expectations of self and others while also being an effective and respected leader.
