Training & Development Specialist 1

Job Description

This position assists the training director in all facets of the training program at the Minnesota Correctional Facility-Willow River/Moose Lake. Specific responsibilities include but are not limited to:

  • Develop training programs using standardized protocols.
  • Assist with the implementation and design of an intensive DOC Pre-service Training and Orientation Program for all new employees.
  • Assist in the overall operations of the Learning Resource Center.
  • Ensure that all training records are maintained per standards and reports are distributed as needed. Use the LMS (Learning Management System) to create reports and evaluate training completions and requirements; ensure staff are enrolled in necessary courses; and ensure rosters are available for sessions.
  • Compile evaluations and surveys, and formal and informal data on training programs, in order to measure the success of specific training programs.
  • Travel is required approximately 5% of the time for this position.

    Qualifications Minimum Qualifications:The following qualifications are required of all applicants seeking consideration for this position:
  • Experience and skills in planning, preparing and presenting training to individuals and groups;
  • OR
  • Completion of an Associate s degree or higher in Instructional Design, Training and Development, Education, Adult Education, Human Resources, Criminal Justice, Criminology, Communications, Organizational Development, Distance Learning or related field.
  • Knowledge of the principles of employee development concepts, curriculum design, adult learning theory, training techniques and approaches, training evaluation methods, and training resources to meet DOC needs.
  • Ability to develop pre-service or in-service employee development programs using DOC lesson plans.
  • Oral communication skills sufficient to effectively present training programs to a variety of audiences, including individuals and groups of adult learners.
  • Writing skills sufficient to effectively communicate written information to others and to create clear and concise reports.
  • Basic computer skills including e-mail, word processing, spreadsheet and presentation software (preferably Microsoft Word, Excel and PowerPoint).
  • Preferred Qualifications:The following qualifications are strongly desired of applicants seeking consideration for this position:
  • Completion of an Associate’s degree or higher in Instructional Design, Training and Development, Education, Adult Education, Human Resources, Criminal Justice, Criminology, Communications, Organizational Development, Distance Learning or related field.
  • A minimum of 6 months experience and skills in planning, preparing and presenting training to individuals and groups.
  • Experience in training/educating in a military, law enforcement, controlled environment or correctional facility setting.
  • Experience with graphic design software.
  • Working knowledge of the State of Minnesota s ELM system.
  • Trained in or experience in delivering self-defense, control tactics, Prison Rape Elimination Act (PREA), and/or weapons training.
  • Physical Requirements

    Additional Requirements

    The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections’ policy.

    Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections’ policy. This may include a review of job performance and discipline records.

    New employees will be fingerprinted within the first 30 days of employment.
