Job Description

In the Division of Construction Management, Office of Materials Management (OMM), Asphalt Section, oversees & conducts Quality Assurance (QA), Independent Assurance (IAS) & specialized testing of asphalt; ensures laboratory tests on asphalt materials are performed in accordance with established procedures & in compliance with American Society for Testing & Materials (ASTM), American Association of State Highway & Transportation Officials (AASHTO), AASHTO re:source) & ODOT asphalt specifications & procedures. Performs asphalt mixture & binder tests & other miscellaneous tests as needed. Holds Asphalt Level 3 Approval (e.g., testing equipment calibration & verification; sampling procedures & frequencies; testing value calculations). Utilizes computer & related software (e.g., SiteManager, Microsoft Word & Excel, etc.) to maintain &/or create records for ODOT asphalt projects including approvals, AASHTO Accreditation, QA & investigations & research; interprets data from Job Mix Formulas (JMFs); calculates asphalt test data & investigation/research results; analyzes & summarizes asphalt section test data, QA data & investigation data using statistical analysis methods. Reviews & approves supplier Quality Control Plans (QCPs); plans, creates samples, conducts statistical reporting, & resolves issues of annual asphalt round robin program with district & supplier labs. Acts as a liaison to districts & suppliers regarding technical information for asphalt approvals & project completion; analyzes problems, develops & implements solutions regarding QA or investigation issues; maintains records of asphalt samples collected & tests performed & generates reports using computer & related software (e.g., SiteManager, Microsoft Excel, Geographical Query Language (GQL)).

Operates State vehicle in order to travel throughout the state to visit external locations (e.g., districts, asphalt suppliers & plants) to maintain the integrity of ODOT s asphalt program by ensuring compliance to standards, specifications, & codes. Acts for OMM asphalt materials engineer as a field asphalt expert/liaison; inspects projects to ensure contractor compliance to plans, notes, & approves use of contingencies (i.e., plan design). Provides the districts with expertise in troubleshooting asphalt material issues when test results are beyond control limits; inspects district & supplier performance via Technical Process Reviews (TPRs); inspects supplier, contractor, & district labs/ facilities. Develops checklists, inspection forms, & report forms for all TPRs & inspections; provides written reports as directed by the supervisor & according to the ODOT policy, using computer & related software (e.g., Microsoft Word & Excel, SiteManager, & GQL). Reviews district & supplier lab technician proficiency in all pertinent lab tests.

Maintains quality & consistency in asphalt testing program (e.g., develops procedures & performs complex research; maintains AASHTO accreditation proficiency for section accreditation & develops responses as needed). Performs & records technical requirements of AASHTO accreditation (e.g., equipment maintenance & calibration, training records, procedure evaluations). Conducts training in inspection methods, asphalt testing, specialized equipment, sampling etc.; maintains asphalt testing documentation (e.g., enters & verifies testing data for samples in SiteManager & researches existing records to provide detailed information); maintains inventory of lab equipment & identifies testing equipment failures & needs & initiates follow up actions as required.

Performs other work-related duties as requested (e.g., summarizes supplier & other information using computer & related software (e.g., Microsoft Word & Excel); purchases equipment & supplies; cleans & maintains equipment; operates State vehicle to haul materials; assists with budgeting needs; assists in the preparation & presentation of annual training programs.

Qualifications
Completion of associate degree program in engineering technology; 2 yrs. engineering related technical experience in construction/rehabilitation/maintenance or planning & design of civil engineering projects or materials testing, with experience commensurate with position to be filled.

  • Or 4 yrs. trg. or 4 yrs. exp. in engineering related technical experience in construction/rehabilitation/maintenance projects or planning & design of civil engineering projects or materials testing, with experience to be commensurate with position to be filled.

Knowledge of engineering technology; OSHA safety practices*. Skill in use of computer, CADD & drafting equipment. Ability to understand civil engineering technology; use statistical analysis; comprehend & interpret plans & specifications to conduct simple inspections or design simple plans; cooperate with co-workers on assigned planning & design functions or projects.

Valid Driver s License Required to operate state vehicle.

Asphalt Level 3 Approval required within 60 days of employment or as soon as course is available.

This position is overtime eligible per FLSA Standards.
If this position is filled internally, the wage rate will be determined in accordance with the contract.
All bargaining unit new hires to ODOT must serve a one year probationary period.
