Job Description

The Public Works Central Kitsap Treatment Plant has a unique opportunity to join the Utility Analysts team in the lab.Position InformationThe incumbent performs chemical and bacteriological analysis on samples in accordance with standard methods for wastewater treatment. Responsibilities include conducting all necessary laboratory tests to meet the National Pollutant Discharge Elimination System (NPDES) permit requirements and provide process control, interpret test results and use to help troubleshoot corrective measures for treatment and sludge processes. QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS:Required Education and Experience
  • Associate of Arts degree from a college or university accredited by an agency recognized by the US Department of Education in chemistry, biology or laboratory sciences; AND
  • Four years experience working in a laboratory that performs chemical and bacteriological analysis is required; OR
  • Any equivalent combination of experience and education that provides the applicant with the desired knowledge, skills and ability required to perform the work.
  • Preferred Education, Experience or Other Qualifications
  • Bachelor s degree in chemistry, biology or environmental science.
  • Experience with Microsoft Office Word and Excel, version 2000 or newer.
  • FIA, BOD, TSS and TS experience.
  • Washington State Wastewater Treatment Plant Operators Certification for Grade I.
  • Criminal Conviction Standards:The successful incumbent will or may have unsupervised access to children under 18 years of age, a vulnerable adult, or a vulnerable person, or access to a secured/confidential facility or computer system(s). As a result, Kitsap County will be conducting an extensive criminal background check by law enforcement agencies, which may include fingerprinting.

  • The successful incumbent must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment.The successful incumbent must obtain a valid Washington State Driver s License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as Category 1 Driver operates County-owned vehicle.

  • The principles and practices of secondary activated sludge wastewater treatment.
  • Sampling and laboratory procedures used in environmental analysis.
  • Laboratory safety and quality control practices.
  • The principles, techniques and objectives involved in conducting chemical and bacteriological tests of wastewater samples and other environmental samples.
  • Appear for scheduled work and complete assigned tasks within a reasonable period of time.
  • Schedule and prioritize workflow to complete tasks and meet deadlines.
  • Work independently without regular direction, and troubleshoot problems in assigned area of responsibility.

  • Operate a computer and utilize various computer applications specific to the department including databases, word processing, document imaging, spreadsheets, and web based systems for entering, retrieving and researching data and records.
  • Compile, prepare, and tabulate statistical data, reports, statements and summaries.
  • Physically perform assigned duties and essential functions of the position.
  • Work under the occupational hazards and safety precautions required when performing assignments.
  • Wear protective gear as needed.
  • Work various shifts, weekends, holidays and overtime as required, including on-call duty.
  • Report for duty on time and remain at work until the end of their scheduled shift even if an inclement weather event or emergency is declared as an Essential Employee under the Public Works Inclement Weather/Emergency Response policy.

  • Primarily working at a wastewater treatment plant and plant laboratory environment.
  • Exposure to wastewater and various toxic chemicals and noxious odors may present a hazard.
  • Vision sufficient to read source materials, meters, gauges, operate computers and equipment and maintain logbooks.
  • The incumbent is required to collect samples from the various stages of treatment, which includes bending, stooping, reaching and pulling motions.
  • Requires exertion of force of 100 pounds occasionally with assistance, 25 pounds frequently and continuously to lift/carry/move objects and standard laboratory equipment, such as pipettes, glassware, knobs and switches.
  • Sitting and/or standing for short or extended periods of time.
  • Clear speaking and adequate hearing sufficient to communicate effectively and respond appropriately in-person and/or on the telephone.
  • Repetitive motions for computer/tool/equipment use.
  • Incumbents may be:
  • Exposed to potentially hazardous conditions when violent or hostile individuals.
  • Inclement weather (temperature extremes and slippery surfaces)

  • ILLUSTRATIVE EXAMPLE OF DUTIES:(Any one position may not include all of the duties listed nor do the listed examples include all tasks which may be found in positions of this class.) Essential Job Functions:
  • Perform Routine Laboratory Analysis for Wastewater Treatment Process on: biochemical oxygen demand (BOD) , total suspended solids (TSS), total solids (TS), volatile solids (VS), pH, dissolved oxygen and other required parameters.
  • Prepare sample containers for operators.
  • Receive samples and review sample logs for accuracy. Calibrate and maintain all associated laboratory equipment.
  • PerformAnalysisforAmmonia(NK3NH3-N),(TKN),(NO-N) - Nitrate (NO3-N), total phosphorous (TP) by Flow Injection Analysis (FIA), Analyze chemical oxygen demand (COD), volatile acids (VA), Alkalinity, ortho-phosphate (OP) and ultraviolet (UV) transmittance by other methods.
  • < > laboratory instrumentation including: dissolved oxygen (DO) meters, pH meters and spectrophotometer.
  • Ensure equipment is properly calibrated and maintained, troubleshoot equipment and methods as needed.
  • Analyze fecal coliform and perform microscopic analysis.
